Restrictions and Ordinances

Meadowcreek Village is a deed-restricted community, has an Architectural Review Committee (ARC), and has the Prohibited Yard Parking Ordinance in addition to regular city and state ordinances.

Deed Restrictions

Each section has its own restrictions, but all relate to construction, fencing, animals, and general property use. Please refer below to download a transcribed copy of your section’s deed restrictions. For official copies, please contact the Harris County Clerk: https://www.cclerk.hctx.net/

 

Architectural Review

If you are building on or remodeling your property, the Civic Club’s Architectural Review Committee can review your plans ahead of purchasing the required City of Houston permits to make sure they do not violate any deed restrictions. Since any work that violates deed restrictions is subject to removal, we recommend utilizing this service prior to any construction/remodeling. Please allow up to two weeks from receipt for review – you will receive an approval letter or comments for revision. Please email the following documents to deed@mvcivic.club for your Architectural Review:

  • A completed Plan Review Form
  • Copies of complete building plans, materials listing, and specifications
  • Property site/survey plan showing location of the proposed project, along with all existing structures, paving, and setback lines
  • Any detailed drawings if available

 

Prohibited Yard Parking

The neighborhood also has the Prohibited Yard Parking Ordinance (our neighborhood ordinance number is 2009-1123), which went into effect November 18, 2009 and is enforced by the City of Houston

The Prohibited Yard Parking Program is intended to protect neighborhood property values, prevent damage to the City of Houston’s underground infrastructure, and to stop the degradation of the aesthetic appearance of single-family residential areas. Parking of vehicles on any unimproved surface in the front or side yard within single-family residential areas will be prohibited where a Prohibited Yard Parking Requirement Area has been established..

 

Bayou – Non-Public Property

The bayouways in the neighborhood are not public-access. Most bayou frontages are on private property, and remainder are non-public access easements, and accessing bayou frontage is trespassing.

 

Garage Sales

Garage sales are regulated by the Office of the State Comptroller, not the City of Houston. Residents can have two sales within a twelve-month period: https://www.houstontx.gov/ara/regaffairs/commercialpermitting/garagesalesyardsales.html

 

Sidewalks

Sidewalks in front of residences are responsibility of the property owner, and must be maintained by the property owner. Sidewalk panels can be repaired/replaces without a permit under certain conditions, and conditions also exist for sidewalks near tree roots. Other City Codes/Ordinances

Meadowcreek Village is subject to other city-enforceable codes/ordinances. Common ones are listed below with more information to the ordinance linked, and the city’s Common Violations site is here: http://www.houstontx.gov/ips/avoid_common_violations.html

  • Visible address numbers must be on your home (sec 10-215)
  • Trash and recycling cans not visible from right-of-way (sec 39-62 (g))
  • General minimum standards, including no junk materials/vehicles visible from right-of-way (sec 10-361)
